Nors PNR įrašas nebuvo techniškai ištrintas jį patalpinant į Ištrintų įrašų rinkmeną, jis saugomas kaip neapdoroti duomenys (paieškai neparuoštos formos ir todėl nenaudotinas vykdant „įprastinius“ teisėsaugos tyrimus) ir prieinamas tik esant poreikiui gauti informaciją ( „need to know“) įgaliotiems CBP Vidaus reikalų tarnybos darbuotojams (ir tam tikrais su auditu susijusiais atvejais – Generalinio inspektoriaus tarnybai ( Office of the Inspector General)) bei darbuotojams, atsakingiems už CBP Informacijos technologijų tarnybos duomenų bazės palaikymą.
