Nukrypstant nuo Reglamento (EB) Nr. 2316/1999 19 straipsnio 2 ir 3 dalių, valstybės narės gali leisti 2004–2005 prekybos metams atidėtą žemę naudoti medžiams sandėliuoti tuose rajonuose, kuriuos valstybės narės laiko nukentėjusiais nuo žievgraužių.
