Kai kurios valstybės narės, kurioms 2005–2006 vyno metai yra antrieji perplanavimo ir konversijos sistemos taikymo metai, negalėjo išmokėti 75 % joms skirtų pradinių asignavimų, nors tam tikrą jų dalį buvo patvirtinusios.

Some Member States for which the 2005/2006 wine year is the second year of application of the restructuring and conversion scheme were unable to pay out 75 % of their initial allocation, though they validated a certain part of it.

Todėl, nukrypstant nuo Reglamento (EB) Nr. 1227/2000 nuostatų, 2005–2006 vyno metais laikinai reikėtų vengti šių pernelyg didelių sumažinimų, leidžiant valstybėms narėms, kurioms 2005–2006 vyno metai yra antrieji perplanavimo ir konversijos sistemos taikymo metai, iki einamųjų finansinių metų pabaigos išmokėti visus joms skirtus asignavimus, kurių atitinkamos lėšos iki 2006 m. birželio 30 d. buvo išnaudotos arba patvirtintos.

Therefore, on a transitional basis, for the 2005/2006 wine year, these excessive reductions are to be avoided, by way of derogation from Regulation (EC) No 1227/2000, by allowing the Member States for which the 2005/2006 wine year is the second year of application of the restructuring and conversion scheme to pay out, by the end of the current financial year, the totality of their appropriations in respect of which the corresponding expenditure was incurred or validated on 30 June 2006.

Todėl, nukrypstant nuo Reglamento (EB) Nr. 1227/2000, 2006–2007 vyno metais šių pernelyg didelių sumažinimų reikėtų išvengti ir iki einamųjų finansinių metų pabaigos Bulgarijai ir Rumunijai leisti išmokėti 90 % jų pradinių asignavimų už 2006–2007 vyno metus, o kitais vyno metais jų pradinių asignavimų nesumažinti.

Therefore, on a transitional basis, for the 2006/2007 wine year, these excessive reductions are to be avoided, by way of derogation from Regulation (EC) No 1227/2000, by allowing Bulgaria and Romania to pay out, by the end of the current financial year, 90 % of their initial allocation for the 2006/2007 wine year and by exempting them from the reduction of their initial allocation in the subsequent wine year.

Tame pat sprendime AEEG numatė alternatyvią galimybę 2006 m. iš anksto išmokėti pagalbos sumas, kurios pagal Įstatymą Nr. 9/1991 būtų mokėtinos iki ankstesnės sistemos termino pabaigos (2007 m.).

In the same Delibera, the AEEG foresaw, as an alternative, the possibility to pay out in 2006 as an advance the amounts of aid which would have become due until the end of the previous arrangement (2007) on the basis of Law 9/1991.
